Blockchain has moved well beyond cryptocurrency trading. In India, it has become a working part of the government framework quietly running behind certificates, land records, drug supply chains, and even spam filters. Some systems are already fully live, others are being piloted, and a number of aspiring proposals are currently under review. This summary walks through what blockchain actually is, why governments have found it useful, and where adoption stands today across India's central and state governments.
At its core, a blockchain is simply a shared digital record, kept across many computers rather than sitting in one office's filing system. Every new entry has to be checked against what's already there before it's sanctioned, and once it's added, it can't be quietly changed later any alteration would show up as a mismatch across every copy of the ledger.
Bitcoin hyped this idea, but it turned out to be only the first application of it, not the last. Once you have a record that's genuinely hard to tamper with, you can use it for far more than currency: who owns a piece of land, whether a batch of medicine really came from where it claims, whether a degree is authentic.
The appeal for a government comes down to one idea a blockchain decreases how much a system has to depend on any single official behaving in all honesty. Certificates can be forged, land titles sold twice, records altered for a bribe challenge those conventional systems usually try to solve with more inspectors, more paperwork, more people to trust. A tamper-evident ledger takes a different approach, making that kind of insincerity structurally difficult rather than something to catch after it's already happened.
This thinking made its way into policy in December 2021, when the Ministry of Electronics and Information Technology (MeitY) released a 52-page National Strategy on Blockchain. It laid out 44 potential use-cases spanning education, governance, finance, healthcare, and logistics. Several years on, a meaningful share of those use-cases have actually made it into deployment which is where the rest of this overview picks up.
The greatest of these is the National Blockchain Framework, run by MeitY through the National Informatics Centre (NIC). As of October 2025, it had verified more than 34 crore (340 million) documents, on a budget of ₹64.76 crore, with over 21,000 government officials trained to use it. It runs across NIC data centres in Bhubaneswar, Pune, and Hyderabad.
Within that infrastructure sit five specific products, each tied to a real, working use case. Certificate Chain hosts CBSE's academic documents for verification, and Karnataka uses it for SSLC and PUC mark cards. Document Chain has recorded Karnataka's caste and income certificates since January 2018, and birth and death certificates since April 2022 over seven years of consecutive use. Judiciary Chain records bail orders from the Ministry of Justice, letting prisons recover them instantly instead of waiting on paper transfers. Logistics Chain runs Karnataka's Aushada drug supply-chain system, tracking medicines from manufacturer to hospital, and has been operating for three years. And Property Chain is being merged with Karnataka's Bhoomi, e-Aasthi, and e-Swathu land-record systems, creating one shared record of who owns what.
Beside these, the National Academic Depository linked to a student's APAAR ID and DigiLocker account connects 2,899 higher education institutions and 98 skill-awarding bodies through blockchain-based credentials. At NIT Kurukshetra particularly, close to one million diploma certificates have been issued on the LegitDoc blockchain standard across eight academic years, each one independently verifiable.
Perhaps the largest deployment by sheer number of people affected is one that gets little attention: TRAI's blockchain-based system for blocking spam calls and messages, mandatory since 2018 and applied across Bharti Airtel, Vodafone Idea, and BSNL. It has been quietly securing nearly every mobile subscriber in the country for seven years.
Finance has its own track record too. Since April 2022, depositories NSDL and CDSL have used distributed ledger technology, under a SEBI mandate, to monitor bond covenants. And the RBI's Digital Rupee (e₹) a central bank digital currency has reached 12 million users and processed more than 175 million transactions worth roughly ₹400 billion, according to figures the RBI Governor shared in July 2026. The RBI still officially classifies it as a pilot, though the scale suggests it's operating well beyond that stage.
Not everything on NIC's blockchain roadmap has reached this level yet. GST Chain is meant to record GST transactions and tax liability across stakeholders, but public documentation on it remains thin. Blood Bank Chain addresses a real and pressing problem the National AIDS Control Organisation has reported 2,234 HIV infections from unsafe blood transfusions over 16 months, and more than 14,000 over seven years, tied partly to the lack of a centralized donor registry but the system itself is still at the design stage, built on Hyperledger Sawtooth. And the Inter-operable Criminal Justice System (ICJS) appears under NIC's "Live Chains" listing, though its page currently shows no populated data.
It's also worth separating out the Ayushman Bharat Digital Mission (ABDM), which comes up often in the same discussions but isn't actually blockchain-based it's a federated digital identity system, arranged more like Aadhaar or UPI. Even so, its scale is worth noting more than 104 crore (1.04 billion) health records are now linked to over 93 crore ABHA accounts, with Uttar Pradesh accounting for the largest share, at over 15.3 crore.
Karnataka hosts most of the NIC products described above, effectively serving as the primary state-level testbed for national blockchain infrastructure. But several other states have built their own systems independently.
West Bengal: The New Town Kolkata Development Authority has issued 50,000 NFTs covering 27,000 acres, representing one million property records, and the municipal corporations of Durgapur and Bankura now issue birth certificates on blockchain.
Tamil Nadu: introduced a Blockchain Policy in 2020, followed by Nambikkai Inaiyam in 2023 a system that folds e-Sevai records, academic certificates, and birth certificates into a single digital identity, accessed through the e-Pettagam app. The same framework now extends to e-Stamp transactions, IPS officer training records, forensics, and even textile supply-chain tracking for cotton bales.
Uttar Pradesh: built the Firozabad Public Grievance Management System with Polygon, letting citizens file and track complaints on a platform officials can't alter after the fact.
Kerala: has issued Ethereum-based academic certifications since 2020.
At the country level, several pilots are already underway. The Public Distribution System has a proof-of-concept covering procurement miller and farmer registration though it hasn't yet reached the ration-shop counter. The Election Commission, working with IIT Madras and NIC, has demonstrated a blockchain-based remote voting system for migrant voters, with encrypted ballots decrypted only by the returning officer on counting day; it hasn't been used in a live election yet. The Pharmaceuticals and Medical Devices Bureau began a pilot in December 2025 to track medicines under the Jan Aushadhi scheme, and SEBI approved a pilot in mid-2026 to tokenize corporate bonds, with rollout expected over six to nine months.
States have their own pilots running in parallel. Gujarat launched a CBDC-linked PDS pilot in February 2026, distributing programmable digital rupees redeemable only at Fair Price Shops new enough that adoption data isn't public yet. Andhra Pradesh was the earliest mover on blockchain land records, piloting in Amaravati back in 2017; one academic source puts current scale at roughly 340 million authenticated records by 2025, though that figure comes from a single source and is worth verifying independently. Telangana ran a parallel land-registry pilot in Hyderabad starting in 2018. Rajasthan set up its own Centre of Excellence in Blockchain in 2022, using it as a sandbox for its Janaadhar identity system, land registration, health records, and financial management platform. Jharkhand has deployed blockchain-based seed traceability across its agricultural supply chain. And Madhya Pradesh's state IT agency, CRISP, now provides blockchain-based certificate printing and verification as a service to Haryana's School Education Board.
Some of the most ambitious ideas haven't been built yet at all. Maharashtra is drafting the DELTA Act, which would give India its first dedicated legal framework for tokenizing real estate. Chief Minister Devendra Fadnavis ordered the draft in July 2026, with a committee that includes SEBI, BSE, and NSE representatives. It follows an earlier announcement, in October 2025, estimating the framework could unlock roughly ₹50 trillion in currently untapped land value.
Elsewhere, Punjab's agriculture department is exploring blockchain for tracking seeds, organic produce, and pesticide use, though nothing has reached deployment at scale. Odisha has issued a request for proposals for blockchain-as-a-service across its departments, with a technology provider still to be selected.
Nationally, MeitY's Blockchain India Challenge, launched in February 2026 with the Centre for Development of Advanced Computing (C-DAC), is a startup competition aimed at producing ten deployable solutions across public distribution, land records, forensics, and healthcare data.
Several of these deployments have now run continuously for years: three years for Karnataka's drug supply-chain system, seven years for its Document Chain, and seven years for TRAI's anti-spam mandate. The proposals currently under discussion in Maharashtra, Odisha, and Punjab are following a model these existing systems have already proven out. Adoption is moving forward incrementally sector by sector, state by state and it's backed by measurable deployment data rather than projected outcomes.
Looking at the path from the 2021 National Strategy to today's deployment figures, it's clear this is a policy environment building for the long term rather than chasing short-term headlines. Each stage has fed the next a policy document identified the use-cases worth pursuing, a national framework turned a meaningful share of them into working infrastructure, and that infrastructure is now the reference model other states are drawing on for their own proposals.
That sequencing matters for what happens next. States without a named initiative today have a growing set of tested, documented systems to learn from, rather than having to start from first principles which should shorten the distance between proposal and deployment going forward. Programs like the Blockchain India Challenge are designed specifically to keep that pipeline moving, turning startup-stage prototypes into deployable government solutions on an ongoing basis.
Taken together, the data supports a genuinely encouraging outlook: India's government blockchain adoption has moved past the experimental stage in several sectors, has clear policy backing behind it, and shows every sign of continuing to expand into the states that haven't joined in yet.
