The vote that hangs over everything

Bitcoin ended Tuesday at $78,455 and currently sits at $77,800 as markets close on Monday. As the week went on, ETFs drained money for 4 straight days, the CPI report had mixed signals that surprised and concerned investors, and the market anticipated a Senate vote that still hasn't happened. This is what happened.
Bitcoin closed Tuesday at $78,455 down 0.83%, and closed Wednesday at $78,297 down an additional 0.2%. Fairly calm days, but the ETF numbers had already begun to turn. There were outflows of $46.6 million from spot bitcoin funds on Tuesday, and $120.2 million more on Wednesday, the first two days of what would ultimately be a 4-day outflow streak.
Bitcoin closed at $76,565, marking a 2.21% loss and closing the week at its lowest level. ETFs had their worst day of the week with record outflows of $282.7 million, the majority from ARK 21Shares' ARKB fund, which had an outflow of $164.3 million. This was the third straight red day for the ETFs and had sucked $449.5 million out of the funds.
This morning, the inflation report at 8:29 am ET had something for everyone. Headline CPI came in at 3.4% (vs 3.4% expected) for the eighth straight month, and for the first time in a while has little to no newsworthy surprise value. Core CPI even showed improvement year over year, clocking in at 2.4% (vs 2.5% in previous months). The monthly core reading, on the other hand, came in at a surprise hotter than expected reading of 0.3% (vs 0.2%). This unexpected reading was the only data point that mattered and caused the first positive intraday movement for Bitcoin, reaching as high as $79,696 before reversing to $77,221. Bitcoin ended the day up 0.86%. ETF outflows slowed substantially to $13.2 million, showing the markets are beginning to stabilise.

The weekend was fairly quiet for bitcoin. Ending Saturday at $77,282 and closing slightly lower Sunday at $76,844, Bitcoin lost 0.57% as the markets began to price in "the Fed" raising interest rates. Binance announced at the end of the week that it had 693,000 BTC (a two-year high) on hand, approximately 30% of all bitcoin held across all major exchanges, an increase of roughly 77,000 BTC from April. Analysts have provided a number of theories for the increase: cashing out, holders expecting to benefit from a price increase, Binance pulling together its SAFU insurance fund, purchasing 15k BTC, and caution from the reported Coldcard hardware wallet incident. None of these theories has been substantiated.
Bitcoin opened at $76,806, down 0.6% from Sunday’s opening price. Prices soon moved up to $77,800 to $78,150 within the session, for gains of roughly 1.5% to 1.8% on the day. After Thursday’s selloff, this was the best day for ETF inflows as investors put $159.9 million in. This happened while renowned investor Anthony Pompliano defended the claim that Trump’s proposal to send $5,000 to each American could push significant retail demand for Bitcoin. Others noted that stimulus checks will be more likely to be spent on AI stocks or even daily expenses and grocery shopping.

While this week’s price movement does not exist in a vacuum, the first scheduled floor vote on the CLARITY Act is set to take place in the Senate at 2:15 pm on Tuesday, 15 September. This vote is listed as a cloture vote. This vote is needed to allow the Senate to take up the bill. This vote requires 60 of the 100 votes. This vote was set before the August recess by the Majority Leader John Thune. Currently, prediction markets show that there is a 16% to 25% chance that the bill is pushed into legislation this year. There are many issues that still need to be resolved, including stablecoin rules, anti-money laundering rules, and ethics rules that could potentially sink the bill.
Each day it went unvoted, it loomed over the market, and in the end, it won’t precipitate change until Tuesday afternoon arrives.
While the four consecutive sessions of ETF outflows are the top headline, it’s important to remember that spot bitcoin funds earned roughly $307 million in inflows for September despite the $462.7 million outflow in the previous four sessions. Even with the early-month Bitcoin inflows, the $76,296 Friday low was held on every single test this week. The $79,696 Friday high has been the ceiling unbreached since. With the Fed’s rate decision and the CLARITY Act vote coming at the same time, Bitcoin is about to enter a very binary stretch of time without any real indication of the way either event will break.
